Pacific Advisory Services Across Government and Industry

Prime Consulting has broad and deep knowledge of the Pacific region, traversing the majority of its sixteen nations, with projects ranging from strategic advisory and policy development through to programme design, implementation and long-term capacity building, often operating at the intersection of government priorities, private sector development and community outcomes.

Our work in the Pacific is informed by deep local knowledge and trusted networks. Operations are further strengthened through Prime Consulting Pacific PTE Ltd, based in Fiji. This presence provides dedicated assets and resources on the ground, enabling effective delivery of projects across island contexts.

Regional focus

Our work across the Pacific has included agricultural development, climate finance, sector governance reform and national planning. Countries supported include the Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua, New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Assignments often operate in challenging environments and require close coordination with governments, communities and development partners.

Examples include:

• Designing and implementing the Fiji Dairy Industry Development Initiative, strengthening the competitiveness and sustainability of the national dairy sector

• Preparing a successful Adaptation Fund proposal that secured US $3 million to support climate resilience in the Cook Islands Pa Enua islands

• Supporting the Government of Kiribati to develop a four year national development plan addressing economic, service delivery and climate challenges

Climate change responses

We have deep and wide-ranging experience in the Pacific on climate change responses, including in related public and private sector capacity building, climate finance and climate change mitigation and adaptation.

As well as climate finance initiatives, we have a track record of successful foundational work on public finance, programme design and capacity building of counterpart organisations in the Pacific region related to climate adaption.

This work often involves conducting extensive, culturally appropriate consultations with a wide variety of stakeholders on complex, technical and sensitive topics.

Prime Consulting is an accredited member of the Green Climate Fund’s trusted Readiness and Preparatory Support Programme, providing capacity-building support to help Pacific Island countries access billions of dollars in GCF financing.

Project Spotlights

Adaption Fund Proposal Development

Preparation of a successful Adaption Fund proposal in conjunction with Rarotonga-based Pacific Consultants Ltd to help Cook Islanders living on the remote Pa Enua islands adapt to and prepare for climate change hazards.
Cook Islands Health Strategy

Developed a national health strategy for the Cook Islands, focused on equipping the nation to handle climate-related health challenges, improving community-based care and building resilient health systems across Rarotonga and the outer islands.
Enabling Climate Finance Access

Assisted the New Zealand Government with the design of a capacity building programme to help Pacific Island Countries access climate finance from international sources. The programme is now live.
CBA on Marine Management Areas

Produced a cost-benefit analysis on Fiji's future with or without Marine Managed Areas, taking financial, social and environmental implications into account. The analysis carefully balanced tourism, fisheries and biodiversity needs.
Dairy Industry Development

Design and implementation of the Fiji Dairy Industry Development Initiative on behalf of the New Zealand Ministry of Foreign Affairs and Trade, following agriculture industry scoping for the New Zealand Aid Programme.
Kiribati Development Planning

Worked with the Government of Kiribati’s National Economic Planning Office and Ministry of Finance and Economic Development to support the develop of a four-year national development plan, covering all aspects of the economy and government services.
