Overview

Tacloban City sits on the front line of climate driven disaster risk. Located directly in the Pacific typhoon belt, the city and surrounding Eastern Visayas region have experienced repeated catastrophic events, most notably Super Typhoon Haiyan in 2013, which destroyed much of the city and exposed critical weaknesses in emergency logistics infrastructure.

The Tacloban Red Cross Humanitarian Logistics Warehouse was developed to address this vulnerability. The project replaced an ageing and structurally compromised facility with a modern, disaster resilient warehouse capable of supporting rapid emergency response across Eastern Visayas. Prime Consulting supported the project from demolition through to commissioning, acting as a trusted technical partner focused on long term resilience, operational functionality and delivery certainty.

The challenge

The existing Red Cross warehouse in Tacloban was no longer fit for purpose. It was structurally vulnerable, poorly configured for modern logistics operations and unable to withstand the increasing intensity of storms and flooding affecting the region.

At the same time, Tacloban is a critical logistics hub for humanitarian response across Leyte, Samar, Biliran and surrounding islands. Any disruption to warehouse operations during an emergency would significantly delay the delivery of life saving supplies.

The challenge was not simply to construct a new building, but to deliver a facility that could operate reliably during extreme weather, support high volume logistics flows, meet strict safety and compliance requirements, and be delivered efficiently within a complex operating environment.

The approach

Prime Consulting worked closely with the Philippine Red Cross, MFAT and engineering partner Planate Management Group to deliver a tightly integrated, hands on delivery model.

Early site inspections and stakeholder consultations were used to define operational needs, logistics flows, safety requirements and resilience standards. Prime Consulting led the development of a full multi disciplinary design package, covering architectural layout, structural systems, electrical and mechanical services, drainage, fire safety and accessibility.

A key focus was ensuring the facility could function during grid outages and extreme weather events. The design incorporated elevated structural elements, robust wind and load resistance, efficient vehicle circulation and a solar ready electrical configuration.

Prime Consulting also managed the full procurement process for the construction contractor, running a transparent competitive tender, facilitating site inspections and leading technical and financial evaluation. During construction, regular site inspections, quality assurance checks and real time issue resolution ensured the build remained compliant, safe and on track.

The team maintained a lean delivery footprint, allowing rapid decision making and close coordination with local partners throughout the project lifecycle.

Delivery and outcomes

The project successfully delivered a modern humanitarian logistics warehouse designed to withstand the environmental realities of Eastern Visayas.

Key outcomes included:

  • A purpose built warehouse providing approximately 650 square metres of operational storage and staging space

  • Safe demolition and removal of the existing structurally compromised facility

  • A fully code compliant design meeting Philippine building standards and relevant international safety benchmarks

  • Improved loading and dispatch efficiency, enabling faster mobilisation of emergency supplies

  • A solar ready electrical system to support continued operations during power outages

  • A documented and repeatable procurement and construction oversight model for future Red Cross infrastructure projects

  • Across the assignment, more than 535 professional person days were delivered across engineering, architecture, procurement and construction supervision disciplines.

Social and humanitarian impact

The new warehouse significantly strengthens the Philippine Red Cross’s ability to pre position and rapidly deploy emergency supplies in one of the country’s most disaster exposed regions.

By enabling faster dispatch of shelter kits, food, medical supplies and water systems, the facility directly contributes to reducing mortality, displacement and recovery time following typhoons and flooding events.

For communities still living with the legacy of Typhoon Haiyan, the warehouse represents a tangible investment in preparedness, resilience and long term humanitarian capacity.

Why it worked

The project succeeded because Prime Consulting treated delivery as more than a construction exercise. From the outset, the focus was on operational reality, risk management and long term functionality.

Close on site engagement allowed emerging issues to be identified early and resolved pragmatically. Strong partnerships with local engineers, contractors and the Philippine Red Cross ensured the facility was tailored to real world operating conditions, not generic design assumptions.
